The instructor will present strategies for the quantitative assessment of chemical hazards that are anticipated during emergency pipeline releases for the purpose of determining human health risks. Real-time air monitoring instrumentation and integrated air sampling methodologies will be discussed along with predictive air dispersion modeling capabilities. A brief review of the applicable exposure guidelines and standards will be presented as the basis for PPE selection and regulatory compliance. Actual experiences of an Industrial Hygienist responding to multiple emergency situations to assess human health risks will be shared.
The presenter will describe aspects of hazard recognition, evaluation, and control during the emergency response to a pipeline release. The professional instructor will examine the types of resources called on by the industry sector to assess human health risks during an emergency response (internal resources, third-party response management, regulator interaction, emergency drills) and the site contingency programs.

Benjamin Chandler, M.S., CIH, CSP is a board certified industrial hygienist and certified safety professional with over 20 years of experience in the health, safety and environment (HSE) / risk management, and emergency response fields. Mr. Chandler currently serves as a Senior HSE consultant for GHD Services, Inc. (GHD) providing consulting services for private / public sector clients worldwide. Mr. Chandler’s work experience includes chemical manufacturing, industrial, transportation, energy, oil & gas, medical, food & drug, insurance, mining, government, construction, demolition, and remediation related work environments. Mr. Chandler also serves as a project manager for GHD’s North America emergency response program. In this role, Mr. Chandler has responded to numerous facility fires, chemical releases, train derailments, pipeline events, and other emergencies to provide EHS support to responding personnel, surrounding communities, and other potential receptors in order to assess impacts on human health and the environment. Mr. Chandler’s experience areas include human health risk assessment, hazard analysis, accident investigation, HSE auditing, expert litigation support, HSE training & program development, and regulatory compliance determination.
