Since 2018, CMS has been using Payroll-Based Journal (PBJ) data to calculate the staffing measure rating for the Five-Star Quality Rating System. In April 2019, the government agency announced it would be enforcing stricter staffing penalties.
With resident acuity the focus under PDPM, staffing needs are changing for many skilled nursing facilities. Coupled with the stricter penalties, facilities may be hit with a reduction in their Star Rating for staffing.
Facilities that don’t comply with the latest RN staffing and Payroll-Based Journal (PBJ) reporting requirements will receive a one-star rating on the staffing domain. Even if the penalty results from an error on the report that is immediately corrected, the star is not restored until the next quarterly reporting period.
