Meet the Experts
Lisa Cooley, LEED AP Program Director for JOC and Custom Cost Engineering, RSMeans
Lisa has built her lifelong construction career around Job Order Contracting, having worked on IDIQ contracts for the GSA and Air Force since 1996. She spent seven years with the country’s leading dedicated JOC contractor before joining RSMeans to lead its JOC and cost engineering business lines.
Mike Brown Founder and President, 4Clicks Solutions, LLC
In 2001, after working on the contractor side of JOC for ten years, he started 4Clicks to support the JOC industry with RSMeans-embedded software “by estimators, for estimators.” That software is used by more than 85% of Air Force bases and other military installations and is available to other owners and contractors as JOCWorks, an RSMeans product.
Mark Harclerode, RA, MBA, LEED AP Project Manager, MARTA
After working as project architect on complex medical facilities for companies including HDR and Turner Construction, Mark recently joined the Metropolitan Atlanta Rapid Transit Authority to retool their Job Order Contracting program, with a focus on continuous improvement and quality assurance.
