Description:

The IRS recently issued both proposed and temporary regulations under Section 199 that provide guidance on a broad array of key technical issues. The temporary regulations provide guidance with respect to application of the W-2 wage limitation to a short tax year as a result of an acquisition or disposition of a trade or business or a change in annual accounting period. The proposed regulations, if finalized, would provide guidance on contract manufacturing arrangements, what constitutes a manufacturing activity, the qualification of qualified films, the allocation of cost of goods sold, and rules relating to the oil and gas industry.
