The National Security Personnel System (NSPS) is the most ambitious pay and personnel reform program currently under way in the federal government. Now affecting 110,000 Defense Department civilian employees, and slated to encompass all 700,000 of them, the reform may set the pace for the rest of the government as well. Pay-banding, careful performance goal-setting, and pay raises based on performance evaluations are all key to the system.
