Session Description

EPA has issued a Federal Register Notice (74 FR 68617, Decem­ber 28, 2009) seeking stakeholder input to help EPA shape a program to reduce stormwater impacts. Input will be provided through both written comments and during a series of public listening sessions. As described in the FR Notice, EPA seeks input on the following preliminary regulatory considerations: This four-hour webcast will be a 'virtual' listening session for those unable to participate in one of the five sessions held across the country. After a presentation from EPA, brief oral comments (three minutes or less) will be accepted.

Specifically the Webcast will cover:

  • Expand the area subject to federal stormwater regulations
  • Establish specific requirements to control stormwater discharges from new development and redevelopment
  • Develop a single set of consistent stormwater requirements for all MS4s
  • Require MS4s to address stormwater discharges in areas of existing development through retrofitting the sewer system or drainage area with improved stormwater control measures
  • Explore specific stormwater provisions to protect sensitive areas

  Written comments must be submitted on or before February 26, 2010 as specified in the Federal Register notice. Additional information on the listening sessions is available at www.epa.gov/npdes/stormwater/rulemaking

Five public listening sessions are being held at locations across the country in January 2010. These public listening sessions afford an opportunity for the public to provide input on regulatory actions that EPA is considering. EPA will also host a four-hour webcast as a ‘virtual’ listening session for those unable to participate in one of the five sessions held across the country.

Note: The purpose of this webcast is to receive input from the public to help EPA shape changes to the stormwater program. Most of the webcast will consist of listening to verbal comments from the public.

During the webcast participants will have the option of giving verbal statements (limited to 3 minutes) over the phone. To make a verbal statement during the webcast, you will submit your name, affiliation and a request to speak in the “ask a question” box at the bottom of the webcast console. Your request will go into a speaker queue. Shortly before you are due to speak you will receive a pop-up message containing your call-in number. When you dial this number the operator will answer and put you in the phone queue. You may be on hold for 10-15 minutes while others are speaking. When the operator comes on the line and announces your name you may comment for up to 3 minutes. Please note: you should turn off the sound on your computer during your comments.

Additional information on how to make a verbal comment during the February 3 webcast will be discussed at the beginning of the webcast session.
